So if Hoshiko gets a ton of lucky explosions on the last stage of her Devil Chase, does that mean everybody else’s TNs for the next part will be super high? Or is there a different kind of relationship between her rolls and our target numbers?

Yes, that is a thing that could happen. But Hoshiko can keep low dice. You'll note that the last roll has no TN for Hoshiko, and success on the previous roll helps modulate the TNs she generates down.

We've gotten a couple questions about time and ramifications of Lady Shiba's decision. To ensure that the information is available to all:

Lady Shiba has terminated the business portion of Winter Court and withdrawn the Phoenix clan from Winter Court. Shiba Rumiko, as Imperial Chancellor, has acknowledged that the Court cannot function legitimately without the Phoenix, and so has dismissed the court sine die. That means that there is no date set for a return, but it also means that the Court could reconvene under other circumstances later either with the same composition (effectively as a continuation of this court), or with a different one (as a new court).

What this means for you
1) No further Court Business can be done.
2) All treaties made before Lady Shiba pulled the Phoenix are still legal and active.
3) You can continue to roleplay, politic, and prepare in the cold light of the leaderless Empire--at least for the remainder of D15. Court has ended, but no one is chucked out on their ear.
