This is very much in my realm of reasoning. We are an Empire at the edge of War, wandering off to phoenix land on some Phoenix Lord's request would be a hard sell for a lot of characters.
I honestly don't see too many characters from this game reprising for that one regardless, so we'd be looking at new ones anyway- again, my guy is a Phoenix, but no way in hell is he gonna take his courtly staff officer butt off to gallivant around the empire and abandon his responsibilities to his House.
That said, while I'm not a GM... the very instability might well argue for a spy- er,
observer from even a fairly distant Clan tagging along, just to make sure this idiot popinjay shugenja doesn't end up burning the Empire down, and Takao's an egomaniac who wants his fame spread far and wide so he's hardly going to turn down an audience for his "greatness."
The Crane (per GMs) already have an in, probably due to that treaty where the Asahina daimyo consulted with the Elemental Council.
The Crab are gonna be fairly involved in that port construction in Phoenix lands, and can leverage favors to put someone on the team if they feel the need.
The Dragon have an annoying tendency of turning up whether anyone invited them or not if they feel the need, and relations between them and the Phoenix are generally positive at the moment.
The Scorpion are letting the Master of Air consult the Yogo Libraries. You can bet they can demand a spot or two on this junket.
I'm a little less snappy on easy ins for the Lion (who barely interacted with the Phoenix on an official level even during the desperate resource scramble at the end of court), but if everybody else is sending observers, they might just demand a spot anyway.
For Minor Clans, the Centipede are already mentioned as an option, and if an Imperial wants to tag along (i.e. gets sent along on punishment detail), nobody's going to outright say no.
All of which is to say, it's early days yet, but I doubt it'll be Phoenix-only.
