This fully-functioning Emerald Office is the permanent office of Mirumoto Ayano, an Emerald Magistrate of long standing, and about a dozen yoriki. Because of the slow pace of settlement of the former lands of the Ki-rin, the Emerald Offices of large towns further west are understood to have recourse to Kyuden Ikoma for support, so often Mirumoto Ayano and her staff are forced to spend a great deal of time in correspondence with these newer offices and, when serious trouble arises, ride out to assist with putting it down.

Four times per year, this office is also host to final stop of the Emerald Champion's circuit, when, for a month, the Emerald Magistrates of the Western Empire come to deliver reports and receive new instructions. Consequently, the Office is filled with records of judgments, convictions, and letters about law enforcement strategy. There has been a long campaign by the Ikoma to try to get the Emerald Office moved into the castle complex, but so far institutional inertia has prevented this from happening.

Mechanics
If you are an Emerald Magistrate or have written permission from the Emerald Champion or Mirumoto Ayano, you can consult the records of the Emerald Office. Make an Etiquette (Bureaucracy)/Intelligence check against a TN of 25 (the records are not particularly well-organized, but it's not Ryoko Owari; they've made an effort) to pose a question. Each Raise allows you to pose an additional question, effectively extending your research. You may only make one such check per visit to the Emerald Office.
