Jinkan is dressed in what might be his outing clothes. A cloak to keep off the worst of the cold, black and pulled tight to his very thin frame. His bones don't seem to mind the mild cold though, he moves with purpose, an inner fire.

While his general...everything, makes it difficult to blend in a crowd, the Mirumoto isn't trying to stay inconspicuous. He is attempting to speak to various people in the market about what they have seen, heard, or felt. Jinkan explained himself as 'doing an errand for the greater good' to anyone who asked, and any further questions would net them a giant pile of word-salad as he leveraged Dragon weirdness to an artform.
