It may complicate food acquisition for the capital, but otherwise I think it a beneficial policy. But our real concern is how the currency is pegged, and your proposal will not address that problem. We may discover that as rice production and storage methods that the Lion and Phoenix have spread around the Empire create a rice glut, the Imperials may come back to our true proposal as a way to reduce inflation. But it was always a long shot, and no great shame that the Empire was not yet ready for it."

[Agasha Yuna]

"Is this a case where it is better to propose nothing than a half-measure?"

"I think a proposal to let clans pay with metal is valuable to us, even if it does not address all that your economist wanted. I am not sure it can be approved, but am glad to try."

"But I do not want to muddy the waters with a half-measure if it is not helpful to the Dragon."

[Togashi Mizohachi]

"On the contrary, it may be beneficial to eventual passage of the standard to get the Imperials used to taking coin, rather than just issuing in exchange for rice. It may not pass, as you say, but it is usually helpful to introduce an idea."

[Agasha Yuna]

"Togashi-ue, have you had any further insight on the vision that was shared to us. Is there something that should not be said, should not be shared, no bells rung?"

[Togashi Mizohachi]

"I think it refers to the story that builds the stair up Seppun Hill. What that is, I cannot say."

[Agasha Yuna]

"Do you intend to speak for one of the winds, should the opportunity present? I think we must pray tomorrow that Heaven sends a clear sign. But, absent that, there may be a chance to play some role."

[Togashi Mizohachi]

"I do not. I cannot see the end of the road, but I do know that it will not end tomorrow. There will be many chances for signs in the time to come."

[Agasha Yuna]

She nodded.

"I still see a kind wise shugenja who follows the way, and has, by Heaven, been given the gift of closeness to the spirits and insight into spiritual matters, has the best chance of healing the issues of spiritual balance and spiritual drift away from what is wholesome and right that we have found."

He was her Daimyo. He would make his own decision. But she felt compelled to speak what was on her heart.

[Agasha Sanjuro]

Sanjuro nodded at Togashi-ue's wisdom. Neither had he any desire to declare a wind the chosen of Heaven. It is not our place under the law and the spirits have not shown me the way.

He also had been considering Togashi's words that the Gaki needs to be known. What does it want? Is that something we can actually satisfy?
