Sanjuro arrives at the temple and attends to shrine of Fukurokujin. He offers incense and a prayer.

"As the choice belongs to the Heavens, I ask that you impart your wisdom on all at this court as you see fit, that we may accept the lack of decision on this day and maintain peace as our Empress ordered, and prepare ourselves for when the Heavens choice has been made."

"Though many have decided what they think is best, who are we to know and what right do e have to choose or equate ourselves with the Heavens?"
