Hoshiko sighs and steps forward. "As noted by many, a regent rules in place of a ruler unable to do so. Is it not far more prudent to come to some agreement as to how a decision will be made as to the rightful ruler *before* any decision as to whether they need a regent in place? At which point, since all the available choices are quite able to take on the role, there will be no need for a regent.

If the process is taken in a logical and legal order, the Heavens will no doubt show make their approval clear. A muddle that preferences usurpation of powers is likely to see continuing signs of disfavor.

Shiba Rumiko unfolded her fan to signal the end of debate.

"Honored samurai, though I share the concerns of Lady Shiba, this court has argued persuasively for the throne to remain vacant until the true successor is named. To that end, the 15th Day of Court will be devoted to the determination of the method of selecting the Emperor or Empress."

That that formulation was being used so as not to make the Empire subject to an election would not be lost on the great and the good gathered in that chamber.

"That decisively concludes the question of the Regency. Let those with further business to discuss today bring it before this court."

Agasha Yuna stepped forward and gave a deep bow to Shiba Rumiko.

"Shiba-sama, it is my honor and privilege today to also present a motion on behalf of the Dragon and the Badger."

"Our clans have a simple trade to present. This agreement has been reviewed by both clans."

"The Badger will provide 1 sake."

"The Dragon will provide 1 rice."

"In addition, we will advocate for lowering trade barriers, like tariffs, on Badger goods. The Badger plan to expand their caravans eastward to reach us with more goods."

[Isawa Shingo]

"Minna-sama," began a very polished sounding Phoenix after he was recognized by Shiba Rumiko. "The children of Shiba are honored to stand with our dear allies, the children of Togashi, and our future friends in the Badger Clan. Their example of cooperation, of doing that which helps the empire without fanfare and without aggrandizement of either clan, is a most noble and exemplary one. We are pleased to recognize and support this example, which strengthens the empire we share - in accordance with all laws and traditions that have helped us reach this point in our glorious history."

The warm, peaceful sentiments helped to improve the tense mood in the room, with Shingo casting winning smiles at the Dragon representative, at Shiba Rumiko, and at Seppun Sadako if she chances to see it.

"The Asako lore masters are well known for their learning," the Crab said. "But I feel it would be remiss not to mention our hosts, the Ikoma, whose skilled librarians tend the famous Ikoma Library that is so near to where we are meeting right now. The Kuni family, too, maintains a library in Shiro Kuni, full of arcane lore."

"Therefore, I would like to support the idea of an Imperial Library, but the position of Imperial Librarian should be appointed by our Imperial Sovereign, and may be any person of higher learning that is worthy of being entrusted with those responsibilities."

He bowed and stepped back again.

It would also be remiss not to mention the honourable Kitsune, whose library holds many important historical texts. To be head of a project such as this is one that needs to be carefully selected, to ensure both the management of the library and the contents of said library."

There was a small pause.

"I support the notion of an Imperial library. However, the position of the Imperial librarian is something that should be decided by the Throne."

"The court sees that the consensus is to found an Imperial Library, but that the person of the Imperial Librarian is to be appointed by the throne. As we do not have the authority to make that appointment, the position will be held in abeyance until after the coronation of an Emperor or Empress. In the meantime, the library foundation will be under the management of the Chancellery."

Daichi, normally an ornament on the edge of the court room stepped forward today to deliver another topic before the court. Twice in one day, it was probably some sort of recording. Giving a deep bow before the dais he spoke.

"Shiba-sama, I come before you today to present an agreement between the Crab and the Dragon." He said simply. "In an effort to improve the relations between our two clans the Crab will be offering both Tea(4) and Sake(1) to the Dragon. In return we receive and equal amount of the Dragon's Jade(5).

To further celebrate this agreement there will be a marriage between our clans as Hiruma-ke no kashin Tetsumura Rumiko joins the Dragon as a Bride to Mirumoto Ikio.

"While it is largely an exchange of goods, there are other considerations. The Phoenix will provide the Crane with paper in the specified quantity. The Crane are to provide the Phoenix with a small measure of silver. In addition, it is earnestly hoped, in the interests of mutual improved spiritual understanding, that Asahina Junpei will visit Kyuden Isawa to consult with Isawa Orimitsu."

On matters well above Ryusei's pay grade.

"This agreement is to be sealed with a pair of marriages. The proposed matches would see Asako-ke no kashin Kamiki Arashi to wed Doji-ke no kashin Egawa Ureo and join the Crane, and Asahina-ke no kashin Saito Tatsuo to wed Isawa-ke no kashin Tsukamoto Keiko and join the Phoenix. With that said, the marriage details have of course been submitted to the Imperial Nakodo for final approval."

The last was perhaps a bit rushed, and Ryusei's On briefly failed him when he realized he'd sent the matches with the wrong date of delivery. A minor issue, but this was the Imperial Winter Court.

"I wish to emphasize just how important this further exchange of culture is, in honor of our late Empress' last wishes." Ryu bowed. "With how important proper ritual is to both our clans, we look forward to such exchange with the Phoenix."

Ryu's words were simple enough, and said more politely than enthusiastically. Still, support was support.
