"Mina-sama, it is my honour to present an agreed treaty between the Lion and the Scorpion. Two clans coming together in a bond of friendship and growth, reviewed and approved by both the Lion and the Scorpion."

There was a pause as she took out the scroll.

"The Scorpion will provide the Lion with one unit of equipment, two units of dyes, four units of sake and two units of silver. In trade, the Lion will introduce and train the Scorpion on our new pottery technology, to assist with improved harvests in the future. Along with this, the Lion will produce a piece of literature for the Scorpion."

A small pause, and she finished "along with this, the Lion and the Scorpion have agreed a treaty of peace between us."

She smiled again and bowed.

"Thank you."

The Scorpion will be providing the Crab with a number of dyes as well as the use of one of their Scholars to investigate a concern of our clan. In addition, members of the Crab and Seppun will be allowed to Join the Asahina and Shosuro in the means of combating the plaque they spoke of in days past."

"In return we our Kaiu will provide one of thier clan members with a suit of Kaiu armor, and our Kaiu engineers will help them in the construction of a mine in order to better explore one of the mineral veins they have discovered in their clans' lands."

This would allow the Hidden Guard to nominate for Imperial Physician one of their own number, or another qualified person if they see fit, as was suggested by Ikoma Honoka, and thus ensure the safety of the Imperial Families."

Sadako stands.

"Lord Ruby," she says, "Yasuki-san. The choice of physician to the Throne has, traditionally, been made from among a slate of candidates vetted by the Hidden Guard, but ultimately at the discretion of the patient in question. Formalizing the role, codifying as policy what has been tradition, would not be unwelcome.

"It seems today will be a day of... repetition for me. As I presented a second agreement between the Phoenix and the Scorpion, now I present an agreement between the Phoenix and the Crab."

He handed the scrolls over, and then continued.

"Where our first treaty was a simple exchange of goods, this agreement builds upon the foundations laid there. Upon the common understanding between the Crab and the Phoenix to work toward a more prosperous and secure Empire. To that end, the Crab will provide a small measure of copper, to insure that the Shrine of the Ki-Rin is properly maintained. The Crab and the Phoenix will jointly cooperate against pirates and any potential gaijin threats in Rokugani waters, and formalize arrangements for aiding distressed sailors. In token of this agreement, the Crab will assist in the construction of a naval base near Shiro Shigi, for the joint use of Crab and Phoenix- with the understanding that no major military operations will be conducted from this base, save as a combined action against a common enemy. The primary purpose is resupply, merchant protection, and sea patrol. To build a safe harbor for the vessels of both Clans to use as a port of call."

He paused.

"The Crab have proven most open-handed in these dealings. In token of which, the Phoenix shall bless the farmlands of Shiozaki prefecture, to insure a more bountiful harvest. This agreement between the Phoenix and Crab is to be solemnified by the wedding of Shiba-ke no kashin Gashuin Tatsuya to Hida-ke no kashin Hara Setsuko, with Gashuin-gunso joining the Hida."

Yasuki Ryoichi stepped up to the dais once more and announced, “May it please the Court, I have the honor of presenting a proposed treaty of cooperation between the Crab and the Tortoise Clans.”

Unrolling a scroll, he began reading the provisions aloud.

• Marriage of Kasuga Mineko to Kuni Eijiro (joining the Crab)
• Mutual aid against pirates (with pirates defined as "seen pirating" or "known pirates according to a magistrate") and to help distressed sailors
• The Yasuki bank will invest a 1/3rd share in 3 Kasuga trading ships, earning back 1/3rd of the profits from those ships. If both sides are happy after 6 months, this may expand to financing more ships by mutual agreement.
• The Kasuga offer training to interested Crab; the Yasuki offer training to interested Tortoise.

“In summary, we believe this will establish friendship and cooperation between the Tortoise and Crab Clans, as well as encouraging and protecting our sea trade.”
