A letter in the formal hand of an Imperial Scribe

Lord Ikoma,

Her Imperial Majesty wishes it to be made known to you that she is most dissatisfied with how her instructions to you have been carried out. The fact that elements of your staff were free with information that was squarely within the Imperial Prerogatives to disclose or retain has created an atmosphere of discomfort and discontent within the Empire. This is a circumstance which your report was meant to allay, not cause. That it has not yet produced an unmitigated disaster is entirely down to the tireless efforts of Her Imperial Magesty's Imperial Heralds, and not, crucially, due to any efforts taken on your part, which, though looked for, have been conspicuously absent.

Here, a new hand, heavy and slightly careless, breaks in.

You screwed up. I want the leaker punished. I also want your guys out of the Tenshu next month. Sadahako gets looped in on your guard reports. Don't mess her around, or I'll let you know real trouble.
