I actually believe GM-sama was right the first time? Tatsuya is a second cousin of Retsuhime, like Tomaru. edit! whoop, this chart's understanding of first/second cousin is different from mine. Okay, so Tatsuya is first cousin -1. Noriko is first cousin proper.
Still, the main difference between Tatsuya and Tomaru is that the former's parent was also emperor while the latter's wasn't (and they might be of different generations). But their relation to the late Empress R-hime is pretty comparable.
If we throw in in Asian concepts of generational succession, Tats is from the generation above Rets and shouldn't be eligible as her heir, but I don't think Rokugan does that.
