I don't completely understand some of the directions for parts 2 and 3 of the earthquake event.
For Part 2: all the roles have a success threshold, and then some of them also have notations about "mandatory successes" e.g.
It's also not stated that you can only roll one time, in your one chosen role, but I'm a bit more confident about inferring that!
For Part 3:
Overarching question: Section 1 is the only part of the event that specifically mentions generating Ritual Points. Is that a correct read--none of the other steps generate points, they just allow you to contribute the ones you earned in Section 1? Or are the other steps supposed to add points as well?
Section 1: If you fail this section, can you still proceed with the event? (I guess if it is the only part that generates points, you might as well stop since there's no purpose to going on)
-Do you get a Void Point back from successful Meditation or Tea Ceremony here?
Section 3:

Before tangling with forces of terrible might, it is wise to gather your resources.
Perform either a Meditation/Void or Tea Ceremony/Void roll. TN: 20. Gather your strength. You’ll need it.
If you completed Section 1 using a Lore: Nature/Willpower roll, you also have some preparations to do. After all, advising the Ikoma on earthquake safety is a delicate task! Make an Etiquette/Perception roll, tn: 30.

Section 3:
Does this mean that if you passed earlier sections and generated Ritual Points there but failed Step 3, those earlier points also go away/Raises go negative?Success: If you generated Ritual Points, you have contributed to assuaging the wrath of Kyufoki! Or perhaps you have helped the Ikoma get along in an unstable area. Add your Ritual Points to the community total.
Failure: If you reached Stage 3 and failed, you have only stoked the fires of the Kami’s anger. Subtract any Raises you called from the community total.

For part 2, yes, at least four successes have to be allocated to Digging.
And yes, you can only roll the once.
For part 3, yes, only the one stage generates Ritual Points. You've got to get 'em, and you've got to get 'em to where they'll do some good.
Yes, failing section 1 effectively prevents you progressing further. As you note, if you don't have the points, you can't allocate the points anywhere.
EDITED FOR ERROR WITH APOLOGIES: For section 2, if you fail, you're done--but, yes, you get the Void Point back.
For section 3, yes, if you get there and fail, it will anger the Fortune, and you subtract your score from the total.

If you pass Stage 2, then you roll Stage 3, making one of the following:
Courtier/Awareness, tn 30
Engineering/Awareness, tn 30
Perform: Oratory/Awareness, tn 25
This allows you to apply your Ritual Points to the problem rather than making things worse.

Please recall this provision in Stage 3.
It sheds some light on what possibilities there are if you should fail.This stage consists of three sections. These sections must be completed in order. If a roll is failed, your contribution is at an end. However, you may give the number of your total Ritual Points as a static bonus to another character’s roll if you wish.
You are suggesting that Earthquakes are not the result of a kami being pissed at humanity.
